This is supposed to be the Senate's bill on Obamacare. Looks like same thing but strips out Planned Parenthood and renames it.

So is this

1. the repeal and replacement of Obamacare?

2. a "repair" of Obamacare?

3. a poke-Obama-in-the-eye parody of Obamacare?

Whichever it is, it will be equally unconstitutional, since the forgotten Tenth Amendment prohibits the federal government from having any role in any of this, except for a few things like setting the rules for selling insurance across state lines.

As with the House bill the employer and individual mandates remain. The penalty rates have been set to zero.
