I predict Trump will approve a very small amount of money, relatively speaking, to make sure hospitals and police and fire function but that money will be administered (paid out) by an independent agency not the government of Illinois which has made itself a non entity.
Rauner has been trying to lower spending. Its the Dems who are fighting him EVERY step.
They can just print money and if that does not work simply raise taxes.
