2. He was cited for DUI.
3. He did not have a license to drive, and yet was still driving.

First: The law hasn't changed,just the enforcement.You've been breaking at least one (and probably *more* than one) Federal law for decades.
Second: "Hispanic" isn't the operative word here...*illegal* is.What's happened to you could,under our laws,just as easily happened to a Canadian...and Irishman...an Italian...an Indian...a Japanese...or an Australian.

He knows this because...he's done prison time??? And as usual, he had to play the "No hables inglis" routine, despite the fact that he's been here illegally for 25 years. I used to love it when the convicts tried to pull that crap on me. I'd tell them I was born at night, but it wasn't last night, and that I knew they'd been in the prison system long enough to be able to speak English. They certainly had no problem speaking English when they needed something. Convicts...they always like to try to con you.
