I don't think Trump trusted them per se.
I think he simply wanted to roll up his sleeves and get to work and didn't expect D.C. insiders to stop him.

Trump appointed Rod Rosenstein Deputy Attorney General. Rosenstein has been a member of the DOJ bureaucracy since 1990. Rosenstein appointed Mueller to be a special prosecutor in the alleged Russian election controversy even though there was no evidence any crime had been committed.
Perhaps Trump’s mistake was in choosing a swamp creature to be #2 at the Department of Justice.
And the reports today have him considering more Democrat and GOPe types if he replaces his current GOPe-type chief of staff.
Somehow, he doesn’t seem to be learning on this critical count.
