WP, White Phosphorus, “Willie Pete” is (was) used as the standard spotting round for artillery & mortars. I’ve been “out of the game” for decades and am not sure of the latest rules & practices.
I was a Forward Observer for 81mm mortars in Vietnam. EVERY fire mission I called in began with WP just to see how close my estimated location was to the map and that to calculated firing solution sent to the mortars and how well the mortars were “laid in”.
Then followed a process of adjusting the position, firing another WP round and evaluation. Hopefully I could get on target with 3 to 5 WP rounds then I’d call Fire For Effect. This usually consisted of 4 guns (mortar tubes) five rounds of High Explosive (HE) per gun - 20 rounds total.
IOW, back then firing WP was SOP as a marker round used to adjust fire,
From what I have read, the use of WP is not strictly prohibited by international treaties, so the NYT can bugger off.
Good people should leave areas where ISIS etc have taken over.
