We’re lucky it was built then ... today, all progress building that “green” source of energy would be halted due to a rare, endangered amoeba found in a puddle a few feet from the shore of a river 78 miles away from the Falls.
We have a similar road near me. The engineering, studies and all had been done, the new route was going to be good for the next 20 years.
Then there was a change in gov’t , and the project got put on hold.
Another change in gov’t, and the studies had to be redone.
20 years after the original planning, the road was finally completed, just in time to be at its rated capacity.
The game begins anew, 10 years after the road is over capacity...

Back during the “first reign of Jerry the Fairy” here in CA., one of my neighbors built a 1,000 sf second garage. The Town charged him a dollar a square foot for “covering up the ground!” The idea being that since the ground was to be “unavailable,” the rain runoff on it, that would have otherwise been able to be directly absorbed, would have to be “managed” by some agency or another who needed the money. A little earlier, when we built our home ( the Town was yet to exist) the County refused to allow us to put in “dry wells” to put our roof runoff back into the ground. So down is up, and up is down!
The people from Tesla told me that in California to put solar OFF of a roof you must submit a thick binder of public documents:

The doc filing requirements became so onerous that tesla simply stopped doing anything except ON roof solar installations in Commiefornia.

Indeed. Most of his money gets spent by environmental consulting companies and often their principals are former/retired senior managers of the government environmental agency requiring the EIR. The agency asks for more and more detail and the consulting outfit recommends additional work and so it goes on and on. Finishing the EIR process means the money stops flowing so why not keep milking it? They have nothing to gain from having the road built but everything to gain from endlessly evaluating the project.
