Why is Pepper Spray, Riot Batons and Riot Head Gear acceptable at a "Peaceful Protests"?

My read is completely different. He's saying that in the absence from the home of a father, women are left to raise their children alone. And being the weaker sex, they often give in to their children because standing up to them takes a skill set that's foreign to them. So much to say, they, "nurture" their criminal kids to adulthood.
