... and there is a proposed amendment that in order to have enough taxpayers paying into the DMV-type system, it would be illegal for anyone to purchase health insurance through a private plan. I don't know where this proposal stands.

I don't know where this proposal stands.When I retired from a company in California, I was able to continue my company health insurance plan for a while under COBRA. But during that time, I couldn't find any insurance company doing business in the state that offered individual policies; so I wasn't able to get any individual health insurance until I moved to a state where individual policies were available.
