This is common historical knowledge. Europe at the time feared getting overrun by Africa's population. That is primarily the reason why they intervened and colonized the continent. Their objective was to modernize the continent and bring some semblance of civilization to the people, so "there" doesn't come "here" and then "here" becomes "there."

Outside of Britain and maybe France, not one European power was remotely interested in doing anything other than what I cited above.

You mean they were just interested in getting the natural resources and plundering the continent? All that would have accomplished was resentment by the people and the rise of tin-pot dictators and warlords (Yes, they came later, but were created by globalists who didn't want Africa to stand on it's own).

There’s one more piece of the puzzle: the will to win. When we have the will to win, we can defeat ANY adversary. (See, e.g., World War II.) In a sane world, the Italian navy would be patrolling off their shores. When they came upon one of those refugee ships, they would fire a warning shot across her bow. If the ship didn’t immediately turn around, the navy would sink her with shells and torpedoes, and then depart the area, leaving any survivors to their fate.
