Sadly, they can - 50% of people have a below average IQ and they only need a couple of %’s more gullible people to that will vote for more free stuff.

Another factor: The democrat party has for many, many years encouraged its base to be lazy (welfare, EBT, 0bamaphones, free this and free that) and now it shouldn’t be surprising that they are too lazy to get up off their butts to vote.
They even made registering to vote as easy as possible with motor voter and people going around to sign people up to vote. If a person can’t be bothered to register to vote (or get an ID), what makes anyone think that person will make the effort to vote?
Another reason that the democrats want voting by mail is because much of their base is too stupid to find the polling place.
