This kid certainly doesn't seem to have been doing anything for which he deserved to get shot.
So why are police firing into the vehicle? If they were firing at the driver, apparently they didn't do a very good job at that.
Story #1—"they were backing right toward more police—has already been debunked, apparently, so it's time for story #2, I guess.

What sort of assh8le cop shoots at a moving car? Is he in the movies? The cops do NOT need immediacy. You will catch up with them later.
There should be charges that can be brought for this.
The police chief may have believed these police reports.
Additionally, it is revealed tonight that the officer involved in the shooting, Roy Oliver, served two tours with the US Army in Iraq.
That does not excuse his actions, but if he is brought to trial, it might be something to his benefit.
A question of his fitness for duty comes to mind if he had some sort of lingering problem from having served in Iraq.
It is not an excuse as I have stated, but he might need some sort of mental/medical help because he is an US Army veteran.
Maybe the MISMANAGED VA under Obama might have some sort of blame.
