Whom did he pay to smuggle? Why?
He basically paid smugglers to take one of his undercover operatives on the "journey" from some third-world toilet into Europe. They then made a documentary of the journey. It both showed how bad the smugglers are and showed anyone who was interested how to do the same thing. And the smugglers kept the cash.
