For those who think Navarro has a chance to win, sadly the answer is no. He ran against Waters in 2016 and lost badly.

Democrat, Maxine Waters, Incumbent, 76.1%, 167,017

Republican, Omar Navarro, 23.9%, 52,499

Source is CA Secretary of State.
