‘Racial profiling’? Jaywalking tickets snare hundreds of blacks in Sacramento

Sacramento police issued 233 tickets for jaywalking last year in the police district that includes North Sacramento and Del Paso Heights – nearly triple the number handed out in the entire rest of the city.

Black people received 111 of those citations, nearly 50 percent, but account for about 15 percent of the area’s residents.

The equivalent of 12 citations were issued to every 1,000 black residents in District 2 last year, more than 5 times the issuance rate for non-blacks, city and census figures show.

The citation numbers, released in response to a request by The Bee, drew outrage from public officials and community members concerned that residents of the largely black and Latino area are unfairly targeted by law enforcement.

“It’s absurd and it’s something that has to be looked at,” said Councilman Allen Warren, who represents the area where the citations were issued. “That is why there is such concern and anger within District 2, because they are being stopped disproportionately and with no reason.”

On Monday, a jaywalking case in Del Paso Heights made headlines when Nandi Cain, 24, was stopped and repeatedly punched by an officer after allegedly walking illegally across Grand Avenue near Cypress Street on his way home from work. Cain questioned the officer over the reasonableness of the jaywalking allegation and initially walked away as the officer ordered him to stop. Video of the event shot by a bystander went viral by Monday night, prompting the department to release further dashcam video that showed the officer punching Cain about 18 times.

It's not unusual to see them walking in the middle of the road, or crossing wherever they please.

Forcing drivers to stop, which in some neighborhoods is not wise.

Black kids are raised to DISrespect the law whenever they can. At least in SOME neighborhoods they are.

Of course the so-called "minorities" on the city council are committed to making it impossible to enforce ANY law.

I used to live in Sacramento and I know very well the both of those two neighborhoods are extremely bad:

generally when you see this kind of crazy disparity the cops are using the law as a way to easily get at someone who chronically causes lots of trouble, but it’s very hard to prove.

it’s like the seat belt law; they don’t actually want it ticket you for just the seatbelt, they’re using it as an excuse.

my guess is that most of the people who received these jaywalking tickets were known to officers as troublemakers, littering, pan-handling, public drunkenness, drug dealing, etc.

Just so. When I was in Manhattan, you’d see blacks jaywalking all over the place, and also striding down the sidewalk and expecting whites to get out of their way. Black women were the worst walkers on the sidewalks. They wouldn’t give an inch, and you might have to step into the gutter to avoid having them plow into you.

Up here we get quite a few young bucks as summer hires. You can tell the Africans and the Caribbeans from the home-bred.

The former walk down the street according to convention while the latter have to show their ‘tude. A couple of close brushes with the 2500HD has them more alert and walking more acceptably.

Can’t wait till June.

“North Sacramento” is RIO LINDA, by the way.

Made famous by Rush cuz at an early point in his local broadcast career it often seemed that the craziest, most troublesome calls originated from there.

I think I’ve seen a lot of the intentional “eff you white boy” slow walking and stuff, but I suspect that California’s budget problems are hitting everywhere and they are looking for revenue enhancement.

What this tells me, especially after the story of the girl caught jaywalking and "walking" away from the officer (the officer beating her is wrong, of course), is that people don't respect the law and probably jaywalk all the time.

The city councilman complaining about racial profiling, is like a Chicago official complaining that the police arresting more black people in South Chicago, for murder and gun violations than white people, is not fair to the blacks.

Jaywalking and racism are not the problems here. It is respect for the law that is taking it on the chin.

Actually percentages coincide with the general lawlessness of that demographic.

More pathetic is the certainty that anyone driving who hits one of these jaywalking buggers will be judged at fault. This is California after all.

The travails of historic “racism” race-card politics bucking up against the inevitability of Reconquista politics coupled with a dire need of revenue enhancement. In the end, no specialized victim group in California will be safe from the everlasting need for greed and money.

The one and only principle anyone can count on in that place and in many parts of this country is that “Government WILL survive.”

At any cost.

I’ve jaywalked myself, when traffic is light and you just need to get across the street it seems stupid to have to go around your backside to get to your elbow by walking to the marked crosswalk. But, it there for a reason and it’s been made into law for a reason, and that reason doesn’t involve wanting to inconvenience you or anybody else. It’s there to keep pedestrians from being run down by passing vehicles. That’s an agreeable goal, I’d think even militant, racially-oriented activists would admit. So, use the crosswalks. Pretty simple, really. We’re all better off for it.

Wow, just like it is here in Northern California when you go to Costco and have to deal with the Middle Eastern men who think we are all trash and try to provoke a scene by their $hit behavior. When they try to cut the checkout line with me, I loudly call them out. You should see the looks on their faces when they get “attention” of that kind.
