I remember standing in a long line at the DMV and only about half of the people were getting plates and the others were leaving discouraged. One guy at the counter was having a long discussion with the clerk and she left to go to the back and returned with a rather large female supervisor. The guy right in front of me turned around and said “she is the one who says hell no”.

That designation is reserved for the Real F Troop, the BATF. The FBI has so tainted itself the last 15 yrs. it may not be able to undo the damage to their reputation, they have no credibility with most of the citizens of the country. They are considered just as corrupt and anti-citizen as the ATF, IRS, TSA, CIA and NSA. They all have damaged themselves greatly by forgetting they needed to be above politics but instead jumped feet first into partisan politics. They are liars, when anyone from any of these agencies steps up to a microphone I automatically assume they are lying through their teeth regardless of the political party currently in charge.
