House Freedom Caucus: Last-Minute RyanCare Amendments Too Little, Too Late

A spokeswoman for the House Freedom Caucus told Breitbart News the technical and Medicare-related changes to the RyanCare bill up for a House floor vote Thursday will not save the bill from defeat.

“The amendments offered by Republican leadership do little to address the serious concerns of House conservatives,” said Alyssa Farah, the caucus communications director.

“At this time, the bill does not have the votes to pass,” she said. “The Freedom Caucus will continue to work with House colleagues, the Senate, and the White House to find a path forward that works for the American people.”

Speaker of the House Paul Ryan (R.-WI) posted changes to his American Health Care Act bill late Monday night that were made to the RyanCare bill by the House Rules Committee, hours before President Donald Trump visits the Capitol to save the speaker’s plan to save the Obamacare program created by the 2010 Patient Protection and Affordable Care Act.

Trump’s visit is significant, because taken at face value, it demonstrates the president’s commitment to Ryan’s plan, but it could also be read as Trump’s attempt to inoculate himself from the charge that he did not do enough to help the speaker if RyanCare is defeated.

The changes are both technical and substantive amendments. The speaker said the technical amendments were necessary to ensure that the bill survives the “Byrd Bath,” the process by which senators allow parliamentarians to strip away parts of a House budget bill that violate the Byrd Rule. The Byrd Rule states that the only bills that are allowed to use the Senate’s privileged budget reconciliation track and remain exempt from filibusters are bills that deal purely with revenues and spending.

If they don’t set up high-risk pools and allow folks to buy the level of coverage they want, then insurance for older folks not able to get Medicare yet will get crushed. I know Trump is busy but this simple error is catastrophic.

Retaining the coverage for pre-existing conditions and refusing to allow insurance companies to cap their level of liability guarantees that premiums will continue to go up.

It’s Ryan’s bill and will remain Ryan’s bill unless it crossed Trump’s desk and gets signed into law. The House originates these things.

Trump has thrown his weight behind Ryan's bill and is lobbying hard for it. We can quibble about when exactly is ceases to be Ryancare and becomes Trumpcare, but if it passes then President Trump will own it. And everything that follows.

Thank you for agreeing. It’s Ryancare and will remain Ryancare right up to the point that it’s signed into law.

I think I’ll continue to call it Ryancare even after that point. Is that OK by you?

OK, so even though all if the desired "conservative" changes haven't been made, it's clear that this legislation is subject to change.

That blows a hole in the notion, fomented by the Nervous Nellies and concern trolls around here, that this legislation was not going to be changed at all.

Now that it's becoming clear that the legislation can change, has changed, and will change, I think that the hand-wringing can be cranked down a notch.

If the House Freedom Caucus (and key GOP Senators) hold firm, we should, after an arduous process, end up with legislation that actually begins to address this issue in intelligent ways.

If the Ryan bill ultimately fails, then I'd be happy with that as well, because it means something hopefully better will be done at a later date.

Meanwhile, the Democrats will continue to "own" 0bamacare, which is an absolute catastrophe...
