House Speaker Paul Ryan fired a warning shot Thursday at Republican senators who have been critical of his health-care plan, saying he has not heard directly from them but noting that they will get their chance to amend the Obamacare repeal and replace legislation.
The House legislation to repeal and replace the Affordable Care Act faces a steep climb in the lower chamber, though a vote is still expected to happen sometime next week. The bill passed the Budget Committee narrowly Thursday, with three conservative Republicans voting against it. Leaders are searching for ways to fix the bill to placate conservatives without losing support from moderate members worried about a reduction in coverage numbers.
The House proposal faces similar skepticism in the Senate, where a vocal band of conservatives, most notably Rand Paul and Tom Cotton, have been publicly opposed to the legislation and have said it cannot pass the upper chamber. A less vocal group of senators shares a similar concern with some in the House: that many of their constituents could lose coverage under the plan.
Cotton, in particular, has been outspoken in his criticism of Ryans approach to repeal/replace. In an interview with conservative radio host Hugh Hewitt this week, he criticized the legislative process in the House, expressed skepticism about the second and third phases of Ryans plan after (and if) the legislation passes, and recommended taking a pause to reconstruct the measure.
I suspect they dont have anything close to a majority of their members who are willing to vote for this bill now, Cotton said.

How about you guys come up with some alternate to what Ryan is proposing other than “throw out Obamacare, and let’s bring back what we had before”.
That was just as bad, but in different ways.
You don’t like what he is saying, propose an alternative.
Too many chiefs.
If you can’t repeal obamacare and turn healtcare back to the states and the people per the constitution, vote the unconstitutional RINOcare bill down and let obamacare implode!
Yes, but that’s a fallback. Let’s repeal it.
Ryan is obsessed with being an architect of anything that gives him public recognition.
I want to hear that any bill that's proposed, says both the House & Senate will get their health insurance from that same bill.
What’s wrong with the status quo ante? Why must repeal be tied to replace.
Why does Ryan lie? He insists amending ACA is repealing ACA.
It was proposed to present the bill that Obama vetoed.
It wont get a vote.
you really need to announce on these threads or put it in your tagline that you are for socialized health care.
It wasn’t just as bad. It was a helluva lot cheaper for people that pay for their insurance. Our private insurance prices ticked right up to the same prices as Obamacare. They need to stop trying to figure out how to give away more freebies and start talking about how to bring prices back down.
Ryancare will go down in flames in congress. I think that was the plan.
Sorry, Paul Ryan, we don’t need Obamacare II: The Sequel.
"The question needs to be asked. Were they merely pandering to the People so they could get their votes, or were they actually serious about repealing this disastrous program? The People deserve to know who is serious about keeping promises to them and who is willing to put on fake dog and pony shows for the purpose of votes."
I am weary of continually hearing about three phase plans from Speaker Ryan. It would seem to me that if Phase One was as well thought out as he contends, Phases Two and Three could be revealed. An amendment could be attached to Phase One that it only triggers when Phases Two and Three are fully passed and implemented. Why can’t we see the remaining phases now? At this point I truly believe, contrary to statements of the GOPe leadership That they can do more than one thing at a time. At this point, to reverse what President Reagan said, when it comes to GOPe leadership, I will verify and only then will I trust.

P.S. I am a “full repeal now” believer. Any coverage of pre-existing conditions is not insurance - it is welfare. If it’s welfare, we don’t need government intrusion into the free market.
