If your smart TV, iPhone or laptop has been hacked, new legislation would allow you to legally hack back to access the attacker’s computer and identify them.
Rep. Tom Graves, a Georgia Republican, describes his proposed law as a “discussion draft” intended to jump-start debate amid routine headline-grabbing cyberattacks.
“This bill is about empowering individuals to defend themselves online, just as they have the legal authority to do during a physical assault,” Graves said in a press release.

As a certified ethical hacker, I’d love to have a bounty hunting license.
Does that include if the NSA, CIA, FBI or even the local police are hacking me? Or are they beyond retribution?

Sounds like Trump can hack FBI, NSA, and CIA now. If I were him I would hire a private team made up of the brightest hackers he can find. Then give them a handsome paycheck with big bonuses for turning up usefull info and keep them happy and loyal.

However, cyberattack actual host actor attribution is often impossible, ie: readily detected IP address of “attacker” is often a victim device commanderred by malicious botnet attack
This law is ill-concieved and will never see passage IMHO.

Hacking your hacker has been a law for 25 years or more.
An IT manager for a local hospital helped me go after an advertising company that was using my PC to send spam advertising.
We figured out who they were (in Louisiana), sent the operator 2 warnings to cease. When they continued, we broke into their system, determined the model and serial number of their motherboard then went to the Dell site and downloaded the BIOS update.
We then used a binary editor to locate the instruction that erases the BIOS EEPROM just before writing a new one and filled the rest of the program with NOOP instructions.
We then placed the file on their machine and renamed it to one of the files that gets executed during a boot up.
Two days later, the hacking of my system stopped.
I’d loved to have seen their reaction when the machine would no longer boot.
You hack a program and you crack another computer but maybe someone's worried about offending the Florida rednecks.
No one knows what a cracker is.

As I recall, the legal term for hacking a hacker that has attacked your system is “vigilante hacking”.
Better, yet. How about a law against any appliance being able to look or listen in on you. When I get too lazy to select what I want on TV, I’ll just quit watching...
