He did not say 13 should be the age of consent. He said that was how old he was when he was first abused.
He said the age of consent in England is 16. He thinks that is about right. His first long term relationship began at 17 and lasted for 10 years.
I don’t like his life style but I really dislike people misconstruing what he said.

He said some 13 year olds may be capable of giving consent. It isn’t just about genitals forming; it’s about the maturity of the individual person.
Again, that might be a libertarian position (no age of consent laws), but I disagree with that. There’s no 13 year old capable of giving consent to have sex with an adult.
