I seem to recall a “rogue” IRS agent. Not even a smidgen.

I thought Obama’s policy was to ignore the problem and it will go away, pretty much the same as he did with everything.

Everything about Obama was 'plausible deniability' right down to his virgin birth and national identity.

Every single time I’ve read about illegal sympathizers, border patrol helping illegals, etc., they have always had Hispanic surnames. A lot of them don’t want to do the job. I agree. Fire them.

Here's a better idea. Arrest the rogue agents and send them down to the Guantanamo Bay detention camp as they await trial for sedition and giving aid and comfort to the enemy.

Waiting for specific guidance like you stated is the most likely reason IMO. At least for the last two decades simply doing your job as directed by Congress could get you suspended, fired or put in jail. Seems to be a case of being overly cautious rather than outright insubordination.
