Apparently theres a new pastime being considered at the EPA under Trump: Doing barely enough to not get fired:
Across the vast federal bureaucracy, Donald J. Trumps arrival in the White House has spread anxiety, frustration, fear and resistance among many of the two million nonpolitical civil servants who say they work for the public, not a particular president.
At the Environmental Protection Agency, a group of scientists strategized this past week about how to slow-walk President Trumps environmental orders without being fired.

On Monday, about 100 employees at the agencys Chicago office, which oversees the enforcement of environmental regulations in five Midwestern states, used their lunch hour to protest the Senates confirmation of Scott Pruitt, the Oklahoma attorney general, to lead the agency. Mr. Pruitt was a fierce critic of its mission under Mr. Obama.
Humble suggestion: Find bureaucrats who are wetting themselves at the thought of no longer being able to draw a good salary and retirement package in return for imposing their personal agendas on taxpayers and tell them theyre being transferred to work under Betsy DeVos at the Education Department. The problem might solve itself.
Its not just the EPA, either:
At the Treasury Department, civil servants are quietly gathering information about whistle-blower protections as they polish their résumés.

Its almost a sense of dread, as in, what will happen to us, said Gabrielle Martin, a trial lawyer and 30-year veteran at the Denver office of the Equal Employment Opportunity Commission, where colleagues now share daily, grim predictions about the fate of their jobs under Mr. Trumps leadership.Its like the movie music when the shark is coming, Ms. Martin said, referring to Jaws, the 1975 thriller. People are just wary is the shark going to come up out of the water?
The level of entitlement and arrogance now entrenched in the federal bureaucracy is simply amazing.
Not surprisingly, the heel dragging approach doesnt work the other way around:
Fire them all.
Obviously, these jazz-hats have never worked under a true “businessman” before.
They will be found, terminated or removed from their positions.
The stupid runs deep in these “career civil servants”. They are definitely in for a very rude awakening.

If it is too difficult to fire them under civil service rules then transfer them all to walk the border looking for trash to pick up.
Well, since the EPA is spending their time classifying mudpuddles as wetlands, I applaud their plan to do less of it.

If you close the whole department, then they'll have no jobs. Might be some shuffling of positions, but whatever it takes to weed out the liberals...
Give them field assignments to do a hands on, in depth detailed survey and analysis of every sewerage plant and garbage landfill in the country.
Start in scum-hole places like Detroit and Dearbornistan.

Civil servants are difficult to fire but you can run a reduction in force (RIF) either agency wide or specific targeted areas within an agency. You can also reduce grades which would reduce salaries. If you reduce grades it can affect retirement so a number of people would most likely opt for retirement.
Every.....single......one.
The most interesting that that can happen is an internal civil war within the various federal bureaucracies as jobs are reduced.
If my memory is correct higher ranking bureaucrats can “bump” their lower ranking bureaucrats from their jobs as they take transfers to keep their paychecks coming. If I am correct look forward to some interesting infighting and blood on the desks as the drawdowns accelerate.
I hear there is some land in North Dakota that needs some cleaning after some slobs went home. Give these a holes some gloves and a shovel. I hear the weather is nice this time of year.
