On October 26, 2006, U.S. President George W. Bush signed the Secure Fence Act of 2006 (Pub.L. 109–367). $1.2 billion was appropriated and 613 miles of fence were constructed by April 2009. Since the original appropriation of $1.2 billion, Congress has failed to appropriate additional funds.

Starting in 2005, the Bush administration spent over $1 billion on a 53 mile “virtual” border fence in Arizona. The contract went to Boeing. The project, with a projected price tag of $7 billion, was plagued with delays and cost overruns. It was cancelled by the Obama Administration in 2010 because it was too expensive and ineffective.

Republicans have controlled the appropriations process in Congress since they took control of the House of Representatives in 2011 after the 2010 election. They have done nothing to fund a physical border fence since taking control of the House.

If I remember right the reason the bill for building the wall was never implemented is they voted to take away the funding. The bill is still there just no funding for it.
