Your job should be to avoid any tax refunds until this mess is sorted out. The IRS cannot force you to pay ACA penalties from sources other than refunds is my understanding.
I learned a long time ago that you should always write a check on April 15th. You have a much healthier outlook on life.

You should NEVER allow yourself to get a “refund” on your taxes. Because if you do, you’ve given the IRS and your state tax authorities a low-interest loan of your money! And these morons who “loudly proclaim” they got a tax refund as if it’s somehow a good thing and it’s “free money” because the government sent them a check. Hey stupid, it’s your money and they are giving it back without any compensation after having held on to it for the better part of a year. Smart people always arrange their tax payments so that they are slightly less than their final obligation. And if you have a good investment, you may even be wise to not pay a lot of it and pay the penalty.
