Here, you are talking ONLY of non-citizen votes, but not including ALL ineligible voters, which include the double registrations, the identity theft votes, and the “graveyard vote” using the names and identities of the deceased. Add to that the selective discarding of certain classes of voters who voted absentee, and the outright “loss” or blatant “manufacture” of votes by unscrupulous ballot clerks.
