In 1995, Congress passed The Jerusalem Embassy and Relocation Act, which was supposed to move the embassy to Jerusalem. More than 20 years later, this has not yet happened.
If there is already an act of Congress on the books to move the embassy, why do we need another one.
Just move it.

Are the rest of our embassies located by congressional acts,
or does the state dept simply put it’s embassies where they belong?
