The ridiculous "Russian hacking" story was to serve several purposes, most of which have failed miserably. One purpose may have been to provide them with a fall-back position when Sessions gets his hands on all the digital evidence from various sources (e.g., Weiner's laptop).
"The Russians put that child porn there. Prove they didn't."
"The Russians planted those bogus files about the Clinton Foundation. I've never seen that before. Prove that it was me and not the Russians."
Some people will be stupid enough to believe it.
