I read that votes take place in DC AND some states. Is that true?

Yes. The electors of each of the 57 states meet in their own state 41 days after the states’ popular votes. The ballots are then sent to washDC

The votes take place in all of the states. C-span will be showing Illinois, Virginia, Pennsylvania, and Michigan. A Certificate of Ascertainment and one Certificate of Vote are then sent to the President of the Senate for the official count of the electoral votes in January. I am fully expecting some Democrat to stand up and object. Though it will not result in anything, they will use this opportunity to demean his certification by the Senate.

The vote takes place in the states, where they are sealed for delivery to the US capital.
