Thomas Jefferson's election in 1800 was resolved in the House of Representatives.

Do the Democrats consider Jefferson (Mr. "Church and State") to be an illegitimate President?

The 12th amendment reads that it takes a majority of the votes cast by Electoral College electors, so it may be that delaying Wisconsin, Michigan, and Pennsylvania is an attempt to reduce the threshold from 270 to 247. Clinton stays at 232, while Trump falls to 260.

Trump still wins.
