So if Stein raises the money and files for a recount, does that make it mandatory that it has to happen? Does the Secretary of State of Wisconsin have to agree or does that person (the Secretary of State) have to determine if the recount is warranted? Does anyone know?

Just remember if the state does not finish the count by the deadline they forfeit their EC votes. If this happens in all three states it gets thrown to the House,where Trump will still win.

There will not be a recount in Wisconsin or anywhere else. Even a cursory recount in Wisconsin will expose tens of thousands of illegal and questionable votes for Hillary in Milwaukee County alone. The Trump lawyers will be all over it...
By saying the Clintons are good people and not prosecuting them all Trump’s doing is allowing the snake to live and grow stronger and attack again in the future.

Usually the heaviest vote fraud is in the biggest cities and it’s always strongly Democrapic. Very strongly D, in fact. The three states being discussedd are often swung into the D column by just their largest cities (Milwaukee, Philadelphia, Detroit). Any recount (that’s WATCHED BY HONEST OBSERVERS, !!!!!!!!!-this is the key!) will almost certainly disclose hundreds of thousands of fake D votes. This is another reason why I think these recounts aren’t gonna go anywhere, unless soros has a way to have them done in secret or otherwise rig them.
Maybe Trump should petition for a recount in California
