For the sake of accuracy, that is not true. Read the constitution. Thankfully, congress has a lot of “say” in our foreign policy, including the declaration of war and the ratification of treaties. The latter issue was a concept that Obama conveniently ignored.

That said, McCain and Graham can pound sand.

I stand corrected.

The United States Constitution divides foreign policy powers between the President and the Congress so that both share in the making of foreign policy.

Nope. The legislative branch ratifies treaties and makes the official war declaration, it also approves funding for military operations. It is not just the president on that matter. Although people need to get some sense and dismiss these two as nuts for not accepting alliance against a common enemy in ISIS, who is at war with both.
