In NYS, a mother that literally comes in dripping from an ax murder still gets custody.
It would have to be EXTREMELY bad to lose custody for a mother.
We have recently had several cases of mothers just standing by while their boyfriends kill their very own children from a previous relationship.
CPS was again sleeping at the switch.

Not necessarily. (I have no idea of the facts in this particular case.)
I’ve seen cases where excellent parents have lost custody and terrible parents have gotten custody. I think the whole CPS and judicial system is a racket. I’m pretty sure the judges and CPS workers can easily be bought if the price is right.
