President Trump should create a cabinet level agency called something like "Department of Public Integrity" with a mandate to investigate corruption at all levels of government. It should also be responsible for ensuring free, fair, and impartial elections.
This agency should have full police powers that trump those of other agencies within the scope of its mandate. That mandate should be very limited but even the President should not have the power to interfere with its investigations.

But what happens when the citizen's bureau of investigations falls to corruption? Do we establish yet another agency to watch them too?

The problem isn't the corrupt agencies. The problem is the source of the corruption: The soroses of the world.
If citizens can take down those who corrupt our government, media, and other institutions, then that will solve most of our problems.
