It is very clear to me she was ordered to by the Obama administration. I believe the entire White House administration had private emails, with many also having fictional names too.
She simply added her own server, so I strongly suspect POTUS of having one too. Who hosts the prouse@barackobama.com address for example?

She’s been doing that all her adult life, from college thesis on to Bimbo eruptions, Rose Law, Cattlegate, Whitewater, and all the rest.
