Interestingly, when telephoning Congressmen just now with my phone number blocked, I received the “all circuits are busy, try again later”. When I unblocked the number I got through!

Left a message at McConnell’s local office. Washington DC office won’t take messages. So I filled out a contact form on his website with my message.
