Doesn’t even have to be that elaborate; just keep them away from any areas where the productive people that feed them go to work (and the access routes they use to get there). Many of the recent BLM protests involved transporting the permanent underclass to other sites because as long as they just rip up the “deep ghetto” nobody “that matters” cares.

While I understand their logic, they just hastened the demise of any area that is more than 1% black; no hope of retaining businesses or productive citizens anywhere a group of three or more of them can congregate.
