I’m interested in what kind of gas?
Fuel?
Chlorine?
So is this like propane or....?
Setup a new mobile terrorism justice unit with a judge and jurors that can meet the perps at the scene of the crime as it happens and hold court. If found guilty the terrorists are executed on the spot.

Good luck with that...
come on get specific! Mennonite, Amish, Methodist, Baptist, Nazarene? what religion were these women?
If the reports are accurate, this is an odd incident. The vehicle had no license plates, had flashers turned on and the cylinders were not connected to any detonators. All of that seems more like they were trying to call attention to the car to spread fear, but not a real attempt at a bomb. Dry run? Psychological warfare? Or what?
Psych Ops !
Sorta like "clock-boy" !
