The cops pretty much know who the gangbangers are.
Some cop mentioned a number like 1400 known bad apples.
Since it's been near impossible to keep guns out of their hands, maybe the answer is to arm all the other black men and women in the area (those who chose to).
Communists have usually no problems implementing large scale social experiments on unwilling populations but I strongly suspect this is one they won't go for.

I would love to see an experiment like this somewhere.

Since the liberals keep finding “constitutional rights” to things like abortion and health insurance, and then providing them at taxpayer expense, why can’t they provide guns, since the right to own them is EXPLICITLY written into the Constitution?
