HRC will not appear in public in Mex. City. She cannot. It’s at over 7000 ft altitude. Her health will not permit her to manage it without oxygen. (Many elderly tourists struggle upon first arriving there.) She cannot afford to appear in public gasping or huffing oxygen from a bottle.
