As far as her proposals, nothing very specific, just the usual platitudes and generalizations so she can say she has a mental health program. Useless as it is.

Mental illness imposes severe and often heartbreaking burdens on its sufferers and their families. Better and more readily available care for the mentally ill is needed, as are funding mechanisms that put more of the cost burden on the public at large. Much of what the police and courts do at great expense already is to sort out the dangerously mentally ill from the genuinely criminal, with marginal cases cycling with little treatment between the commission of crimes, capture, and confinement in jail or prison.
