Note that the Founding States had made the 10th Amendment to clarify that the Constitution’s silence about issues like mental illness means that government power to address such issues are automatically and uniquely reserved to the states until the states should decide to appropriately amend the Constitution.
So Hillary’s plan to address the needs of the mentally ill is just another example of Hillary wrongly trying to win votes by “promising” a federal spending program based on state powers and state revenues that Hillary is evidently planning to steal from the states with the help of corrupt Congress.

Patriots need to support Trump / Pence by also electing a new, state sovereignty-respecting Congress that will not only work within its constitutional Article I, Section 8-limited powers to support Trump’s vision for making America great again for everybody, but will also put a stop to unconstitutonal federal taxes and likewise unconstitutional inteference in state affairs.
Note that such a Congress will also probably be willing to fire state sovereignty-ignoring activist justices.

The first line of defense/help for the mentally ill is their families. Which is kind of a tough nut when doctors and therapists are prohibited by law from communicating with them.

What EVER could be abused about that, probably WILL be, by Democrats as we know them today.
All US citizens will be declared at some degree of mental illness thus no gun ownership for anyone.
