This lawsuit was against the feds. It sounds like part of the ruling in March was the feds claiming they weren’t liable because he was off federal parole by the time she was kidnapped. Her side was holding the U.S. liable because of other parole violations he made during that time that could’ve gotten him locked up before he kidnapped her.
