As a 19 year old SP/4 with but a GED I had a TS/SI clearance and you can bet your ass I understood it, because I knew I would go to jail if I didn't.

Same here. I was 24 and had only a Secret clearance, but it was made crystal clear what the restrictions were and what the penalties would be if I violated them.

Needs to be repeated and sent to various media.

I also had TS clearance when I stood armed guard over certain weapons that were being transported on my last ship. While a simple swabbie, I had orders to shoot anyone who passed a painted yellow line, with the exception of the C.O., E.O., and Weapons Officer. Every watch relief had to make sure that the 12 gauge and 1911 had chambered rounds. The most important job I had in 11 years Navy. And yes, we had specific training and much famfire.
