William Ennis of El Paso is among the 214 prisoners whose sentences were commuted by President Obama Wednesday, The Washington Post reports.
Ennis was convicted of conspiring to possess, with intent to distribute, more than five kilograms of cocaine; possession, with intent to distribute, more than five kilograms of cocaine; and using a communication device to facilitate the commission of a felony.
On July 17, 2003, Ennis was sentenced to life in prison and ordered to pay a $5,000 fine.
Under the president's commutation grant, the prison sentence will expire on December 1, 2016. Ennis will be placed on supervised release for a period of 10 years when his prison term expires, a spokesman with the U.S. Attorney's Office for the Western District of Texas said.
President Barack Obama is cutting short the sentences of 214 federal inmates, including 67 serving life sentences.
The White House says it's the largest batch of commutations on a single day in more than a century. Almost all the prisoners were serving time for nonviolent drug offenses.
The commutations bring to 562 the total number of sentences Obama has shortened.
There has to be much more to this man’s story then simply possessing a controlled substance with intent to distribute.

CANUTILLO COCAINE FAMILY BEHIND BARS
Drug Enforcement Administration (DEA) Special Agent in Charge Sandalio Gonzalez is pleased to announce the arrest of the four principal members of a cocaine and marijuana trafficking organization based in Canutillo, Texas. This trafficking organization was part of an Organized Crime Drug Enforcement Investigation (OCDETF) entitled Operation Power Play. These traffickers distributed over 35 kilograms of cocaine from Canutillo and El Paso, Texas to other U.S. cities.
On August 28, 2002, the following individuals and others were indicted in the Western District of Texas on federal charges of Possession with Intent to Distribute Cocaine, Conspiracy to Possess Cocaine with Intent to Distribute, and the Use of a Telephone in Furtherance of a Criminal Act:
Chester ENNIS , age 54 Sheila ENNIS, age 44
William ENNIS, age 32 Alberto SEGURA, age 29
On August 29, 2002, these four individuals were arrested in a joint operation by the DEA, the FBI, the US Marshal's Service, the El Paso Sheriff's Office and the El Paso Police Department. A federal search warrant was executed at the residence of Chester and Sheila ENNIS located at 7050 Gato Road, Canutillo, Texas, where agents seized approximately 500 pounds of marijuana and $16,000 in U.S. currency. Other search warrants were executed at the residence and business of Alberto SEGURA located at 105 South Highway 28, Anthony, New Mexico, and 1975 McNutt, Sunland Park, NM. An indictment is an accusation by a federal grand jury and a defendant is entitled to the presumption of innocence until proven guilty. If convicted on all charges, these defendants will face long federal prison terms.

I’m not up on all the sentencing guidelines but I wonder if the PR about this fully represents what was going on in these cases? Were there “3 strikes” issues or other charges involved??
For instance, regarding the guy in this article, it says he got life for intent to distribute 5 KG of cocaine. Yet, when I looked up the federal sentencing guidelines, they indicated a normal minimum sentence of 10 yrs for distributing 5 KG of powder cocaine. So to get a life sentence out of it one would think there was an awful lot more going on.... but what do I know?
btw, 5 KG seems like an awful lot of cocaine. Again, no personal knowledge, but when I look up dosage per KG of powder cocaine it seem to be around 20,000 doses per KG or 100,000 doses for this 5 KG shipment... not exactly small time in my estimation.
I looked up their sentencing after my post. Appears to be a mini-cartel and the father & son were setting up a distribution network.
“None violent drug offenses”, somewhat flies in the face of the cartel wars and all the people killed related to the drug trade.
Just because one high roller dealer hasn’t killed anyone yet (that we know of), it doesn’t mean his hands are clear of all manner of debauchery.
Citizens, officers, mayors... an awful lot of innocent people have died for that cocaine to reach him.
5 kilos of cocaine. Yeah, nothing violent would have come out of that.
This guy was the head of a crime family. They probably suspected him of all manner of crimes associated with such an operation which would include the murder of competitors, torture involved in collections, extortion, kidnapping, etc. This guy got Life in Prison because he was a bad, bad guy.
They needed to be tried on State charges, not Federal. Puts it out of Ozumba’s hands.
Yes. The amount of product involved was substantial with a multi-state distribution network. It’s not clear how much involvement the son had other than using a phone to sell.
The 35 kg of cocaine impressed me more than the 500lb of marijuana. How much misery does a mini-cartel like that engender & how long to set it up again? Were they targeting schools? El Paso was apparently a key distribution area tageted by the FBI.

I’d like to know the percentage of commuted sentences broken down by race. I think that would be a very interesting statistic.
