In an interview at the Aspen Security Forum, Army Gen. Curtis Scaparrotti said it's something he regularly discusses with other countries.
"What I tell them typically is that look, we have a people and a Congress with a tough budget as well," Scaparrotti said Thursday night. "So as a leader of another country you have to put your share into this, you have to do that because when I go back to testify to Congress I get asked these questions."

Scaparrotti, NATO's supreme commander, says as of now only five of the 28 NATO nations are meeting their pledge to spend at least 2 percent of their gross domestic product on defense.

Without mentioning his name, Scaparrotti agreed with Trump's point that without all countries in the alliance paying their fair share, it can't be militarily effective.

Does anyone REALLY think that Romania or Slovenia or any of the little podunk countries would come to our aid under Article Five?
I mean, let's be realistic...Spain can't even pay attention, much less their share of the NATO money...and TURKEY?...does anyone in their right mind now believe that if Iran initiated an attack against us in our hemisphere, that the mooselimb rulers of Turkey would provide aid under Article Five?
Hell no, but they ALL sure as shootin' expect us to take care of their asses.
As we have done so many times in the past.
I'm not an advocate of isolationism, but we really need to start looking at cutting our losses with some of these.
(We could start with Germany)
they just need to pay up IMO. If they pay up, all is well. If not, in the words of Donald Trump, “Bye Bye”.

Both Romania and Slovenia and all the other NATO countries sent their troops to Afghanistan. The only time Article 5 has ever been invoked.
