After the fact. Probably fairly long after the fact. The redacted pages themselves state multiple times that the CIA and FBI weren't treating the Saudis as a potential terrorist threat prior to 9-11, and could not produce definitive evidence after 9-11, so I highly doubt Bush or anyone else in the White House or Congress knew the score. I'm not exonerating Bush from any responsibility, but I'm also totally unwilling to proclaim Bush was a ‘traitor’ on the basis of some redacted pages of speculation that were selectively released by an administration that would just love to rekindle the anti-Bush, it's all Bush's fault rhetoric just before a major US election. What we should all keep in mind is that the Clintons have received millions from the Saudis, and the Saudis have been contributing heavily to Hillary. The Clintons have absolutely no excuse for doing this, as the nefarious role of Saudi Arabia in global terrorism has become much more a concern in recent years, and Hillary would have had access to all things Saudi while she was SOS. Let's not fall into the trap of letting the left provoke a response that distracts from their role.

If the report was as damning as it seems, I wonder what threats were made to cause it to be covered up. That has to be factored into the analysis. Was it Hobson’s choice?
This is probably the biggest question of all...why did we go to Iraq? I read the 28 pages. I come away looking for at more than a dozen Saudi people who are either government people or royal family....and they are seriously connected to the planning or helping individuals who will carry this out. All of these characters are Saudi...NOT Iraqi.
I see a totally wasted period of war, with human lives lost, because of a Saudi conspiracy, and an inept group of dimwits in the White House.
My take on why Iraq has always been Bush’s choice (and the rest who advised) because:
Iraq was easy, We would win in a very short time
The people were tired of Sadam, they would welcome us
They stood between Iran and SA, a good place to base our ME operations
And yes, they pissed us off before
If Iraq met all these conditions, they would be a good place to start. No one said Iraq was going to be the end. This concept turned out to be very naive but made sense at the time.
I think it’s beyond inept. I think Bush and Cheney are traitors.
Regardless of whether Iraq was a good move or not, they hid evidence as to the real villians.
Why would they let this out now? It kills Hillary and vindicates trump, who was always against the invasion.
