If it were making the calls in France, Id mobilize the military nd surround the "no-go" zone. I'd then drop leaflets ordering an evacuation withing 48hrs. I'd then set up security checkpoints around the the zone and check/ID each and every person that comes out. Afterwards, I'd send the military in and clean house. As for the mosques, raid them then afterwads, bulldoze them until there nothing but rubble.

Watch how fast you clean that place up.
