They said that the Chairman and General Counsel got hacked, but the GC’s post was vacant during the time period specified. And there were two different Chairmen.
So the story probably needs some more work.

When your hiring criteria are focused on anything other than getting the best people for the job, you rarely do.
It appears to be limited to banks the FDIC directly regulated, but it would not surprise me if banks the other regulators cover, if being shut down, had their information in scope. The FDIC winds down all banks, in the end.
The type of information bank regulators gather on bank customers that would be a potential privacy risk largely amounts to details around those with the biggest loans or deposits. Banks do have to give regulators copies of audits, which includes information security audits. These could inform on ways to take advantage of vulnerabilities, if not yet remediated.
On a positive note, GLBA has been around for a long time and banks now have decent controls in place to protect us.
It's just regulators that have never had to swallow their own medicine.
