And you know no murderer has eternal life abiding in him.” These cursed individuals have a truly miserable life here, but an unimaginably horrible life awaiting them.

these burns used to be more common in the past, even in hospitals, from baths or even hot water bottles, especially with diabetics, the elderly, and babies. Paraplegics like the governor are also at risk.
I’ll guess he lowered himself into a bath of some kind and did not immediately realize the water was scalding hot.
Another website says he still has some sense of touch in his legs, even though he was paralyzed in 1984 when a tree fell on him while he was jogging.
It is entirely possible that this happened in one of those “sit in” new “walk-in” tubs. I would guess that he had no feeling in his paralyzed legs and could have simply turned the hot water on without balancing it with the cold supply.
He would not have noticed the pain until it was too late.
