As I recall, the standard isn’t really by weight, but by body fat. Weight is just a screening mechanism.
Well-muscled men and women could weigh well outside the stated parameters.

I am 5 feet 9 inches, weigh 152 and workout regularly. If I added 24 pounds it would have to be blubber. If a woman got rid of about 15 pounds in boot camp, maybe.
