You would have to allow “hate” messages, or stretch a bit, would you also have to allow pornography too?
It strains believability that there are no standards which can be upheld, if you open the door to a religious statement.
Unless they are thinking of mosque advertisements, but even still a “come worship Allah” isn’t exactly the same facial meaning as “we hate infidels.”
